Stormwater runoff is a major source of pollution in our rivers, streams and oceans. Runoff contains a host of contaminants, including sediment, metals, pesticides, fertilizers, automotive oil and grease, excessive nitrogen and phosphorous, bacteria and viruses, and trash. On June 24 2002, the EPA issued proposed effluent guidelines for the construction and development industry. These guidelines are woefully inadequate in addressing all categories of runoff contaminants from this industry.
